Overall goal


Der Beitrag der OEZA zur generellen Budgethilfe unterstützt in Mosambik die Umsetzung der nationalen Strategie zur Minderung der Armut, PARP 2011 – 2014. Der Anteil der Bevölkerung, der in absoluter Armut lebt, soll von 54,7 % in 2009 auf 42 % im Jahr 2014 reduziert werden. Durch inklusives Wirtschaftswachstum, das in erster Linie der ärmsten Bevölkerung zugutekommt, soll dies erreicht werden. Ein Schwerpunkt wird im Sektor Landwirtschaft gesetzt, da ca. 80% der mosambikanischen Bevölkerung in diesem Sektor tätig ist.


Im Mai 2012 wurde die jährliche Bewertung der Leistungserbringung der Regierung Mosambik im Jahr 2011 abgeschlossen. Insgesamt wurden von der Regierung Mosambiks 17 Ziele von 39 erreicht. Bei 8 Zielen gab es gute Fortschritte, 9 Ziele wurden nicht erreicht. Basierend auf den Ergebnissen stellt die Gebergemeinschaft für generelle Budgethilfe eine zufrieden stellende Basis für die Weiterführung genereller Budgethilfe im Jahr 2013 fest. Die OEZA, vertreten durch das KoBü Maputo, beteiligte sich aktiv am Prozess der Bewertung und trägt diese Beurteilung mit.


Basierend auf den Indikatoren der Pariser Deklaration wurden auch die Leistungen der Geber genereller Budgethilfe bewertet. Die GBS Geber konnten 2011 nur 6 von den gesetzten 19 Zielsetzungen erreichen. Bei 4 Zielen sind Fortschritte zu verzeichnen, 9 Ziele wurden nicht erreicht. Die Regierung Mosambiks bewertet somit die qualitative und quantitative Leistung der GBS Geber als gemischt bis niedrig. Die OEZA erreichte 2011 32 Punkte und wurde mit sehr gut als einziger der kleinen Geber bewertet.


Der Prozesse und die Ergebnisse des Annual Review 2011 sind im Aide Memoire 2012 vom 2012/05/07 festgeschrieben.


Entsprechend dieser zufriedenstellenden Leistung der Regierung Mosambiks setzt die OEZA den Beitrag zur generellen Budgethilfe für das Jahr 2013 mit € 1,5 Mio. fest.

  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
