Das Projekt steht im Kontext mit der Pariser Erklärung und der Accra Agenda for Action, die auf die Erhöhung der Wirksamkeit der Entwicklungszusammenarbeit abzielen. Die VertreterInnen internationaler zivilgesellschaftlicher Netzwerke engagieren sich seit einigen Jahren in einem Prozess, um unter Anderem gültige Grundprinzipien für Aid- bzw. Development Effectiveness für entwicklungspolitische zivilgesellschaftliche Organisationen zu erarbeiten und die Umsetzung der Prinzipien in diesen Organisationen zu forcieren. Gemeinsam mit anderen Donoren finanzierte die ADA in den letzten Jahren die beiden zivilgesellschaftlichen Plattformen „Better Aid“ und „Open Forum“ mit dem Ziel, die Wirksamkeit von Entwicklung und die Leistungen zivilgesellschaftlicher Organisationen in diesem Bereich zu erhöhen. Die Ergebnisse der Projekte fließen in das High Level Forum IV ein, das Ende November/Anfang Dezember 2011 in Busan stattfindet.

Mit dem vorliegenden Projekt wird die Teilnahme von VertreterInnen aus zivilgesellschaftlichen Organisationen in den Vorbereitungstreffen sowie im High Level Forum in Busan gefördert. Gemeinsam mit anderen Donoren finanziert die ADA rund 130 TeilnehmerInnen vornehmlich aus Entwicklungsländern sowie der beiden Plattformen Open Forum und Better Aid. Damit sollen die Grundsatzpapiere und strategischen Beiträge der zivilgesellschaftlichen Organisationen der letzten Jahre in dem im High Level Forum IV zu Aid Effectiveness entsprechend eingebracht und verankert werden.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
