Short Description:

Overall goal


Die ADA leistet für das Jahr 2016 einen Teilnahmebeitrag von Euro 30.000 zum Global Education Network Europe (GENE).

GENE ist das europäische Netzwerk der nationalen Strukturen (Ministerien, Agenturen), die im Bereich des Globalen Lernens für dessen Unterstützung, Förderung und politische Koordination zuständig sind. Seit dem Beginn des Netzwerks 2001 ist es auf über 40 TeilnehmerInnen aus 25 Staaten angewachsen.

GENE verfolgt vorrangig drei Zielsetzungen:

- den Austausch von nationalen Erfahrungen und Strategien: durch Information über Good Practice and durch wechselseitige Unterstützung

- die Weitergabe von Wissen und Erkenntnissen

- die Entwicklung eines gemeinsamen europäischen Programms.

- Präsentation eines Peer Review Global Education in Irland

- Durchführung Peer Review Global Education in Belgien

- Publikation eines Jahresberichts 2015 Global Education in Europe

- Durchführung eines Symposiums zu Global Education mit CSOs (Civil Society Organisations)

- 2 Briefing Papers (UNESCO und SDG4 - Auswirkungen auf Global Education, OECD PISA 2018 und Global Education)

- Publikation einer Studie zu Evaluierung

- Vorbereitung einer Studie ‚Lokale/globale Analysen‘

- Re-Design der Website basierend auf den Anforderungen der teilnehmenden Ministerien und Agenturen

- Memorandum of Understanding mit dem Development Education Research Centre, University College London, für ein pan-europäisches Forschungsnetzwerk


Target group / Beneficiaries


Ziel- und Dialoggruppen sind nationale Strukturen (Ministerien, Agenturen), die im Bereich des Globalen Lernens für dessen Unterstützung, Förderung und politische Koordination zuständig sind sowie zivilgesellschaftliche Organisationen und Forschungseinrichtungen im Bereich Globales Lernen.

Auf europäischer Ebene erfolgt die Zusammenarbeit mit der europäischen Kommission (Dreijahreskooperationsvertrag 2016-2018), der OECD, sowie mit CONCORD/ DEEEP 4.


Activities


GENE organisiert seine Arbeit über die regelmäßige Zusammenkunft in Roundtables (2x jährlich, 2016 in Lissabon un Florenz). Das Arbeitsprogramm umfasst 2016 im Besonderen die Fertigstellung eines Peer Reviews zu Global Education in Irland sowie den Beginn eines Peer Review Prozesses in Belgien. Weiters vorgesehen ist die Publikation von Studien und Briefing Papers zu spezifischen Themen im Bereich Global Education, die Publikation eines jährlichen Berichts zu Global Education in Europa sowie die verstärkte Kooperation mit Forschungsnetzwerken als Brückenfunktion zwischen AkademikerInnen und Ministerien und Agenturen. Besuche in einzelnen Hauptstädten sowie bilaterale Projekte dienen der Stärkung von Capacity Building im Arbeitsfeld.


Context


GENE verfügt seit 2008 über eine eigene Rechtsform (Stiftung nach niederländischem Recht). Dem Board gehören drei Personen aus Österreich, den Niederlanden und Norwegen an. Ein Sekretariat setzt das Arbeitsprogramm operativ um.

    • EU - Funds of the European Commission
    • Others - various other donors are listed in ADA’s annual business report.
  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
