Short Description:

Overall goal


In 2007 IIASA and a host of international partners launched the Global Energy Assessment (GEA), a major initiative seeking to redefine the global energy policy agenda. This multi-year and multi-stakeholder activity aims to identify integrated solutions for ameliorating existing and emerging threats associated with major global energy challenges, such as providing energy services for poverty alleviation and development, maintaining energy security, and mitigating local, regional and global environmental impacts.


The linkages between energy and sustainable development at the local, national and regional level, and the key issues confronting the global energy system that will be addressed by the GEA, are in line with ADCs own objectives and priorities.


The GEA will further explore the role energy services are playing in contributing toward the achievement of development and sustainability goals, and will be instrumental in shedding light on policy options that would contribute to such goals. Scenarios that would enhance access to reliable, affordable and sustainable energy services in developing countries and thus contributing to poverty reduction through economic and social


The GEA seeks to contribute significantly and effectively to capacity building for policy development dealing with issues of sustainable energy service provision as well as to provide cutting edge policy and decision-making advice to developing, in transition, and developed country governments, investors and civil society.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
