Vom 11.-15. Mai 2005 findet in Wien (oder Umgebung) das 5. Global Forum on Sustainable Energy GFSE zum Thema "Enhancing International Co-operation on Biomass" statt. Das GFSE hat in der Vergangenheit gezeigt, dass es im Hinblick auf eine nachhaltige Entwicklung im Bereich Energie wesentliche, positive Akzente setzen kann. Damit diese positive Wirkung in Zukunft gewährleistet werden kann, ist die Vernetzung und Liaison des GFSE-Vorstandes mit anderen Akteuren der "Energie-Diplomatie" sehr wichtig.

Das gegenständliche Vorhaben hat zum Ziel, die reibungslose Abwicklung des GFSE 5 zu sichern und den GFSE-Vorstand in seinem Bestreben, sich möglichst wirkungsvoll auf internationaler Ebene im Bereich Energie zu vernetzen, zu unterstützen. Die Teilnahme von Akteuren und Akteurinnen aus Entwicklungsländern, die Ausarbeitung von thematischen Input-Papieren, fachtechnische Expertise und Fazilitation für die Konferenz werden u. a. finanziert. Das Vorhaben stellt außerdem dem GFSE-Vorstand Mittel zur Teilnahme an internationalen Energie-Partnerschaften (z.B. REEEP) und Konferenzen sowie für Konsultation mit multilateralen Akteuren im Energie Bereich und der EU Energie Initiative (EUEI) zur Verfügung.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
