Das vorliegende Projekt stellt eine Fortsetzung des Projektes Xelagua dar, das im Zuge der Sektorevaluierung als eines mit Modellcharakter bewertet wurde. In Guatemala ist mangels einer nationalen Wasserpolitik und fehlender technischer Strukturen auf Gemeindeebene die Wasserversorgung allgemein prekär. Wasser als lebenswichtiges Element wird vielfach politisiert und die notwendigen Investitionen werden nicht optimal geplant. Die Herauslösung der Wasseragenden aus der wenig strukturierten Komunalverwaltung und die Schaffung von gemeindeeigenen Versorgungsunternehmen hat sich in Quetzaltenango bewährt und das Interesse weiterer Gemeindeverwaltungen geweckt. Mit technisch-organisatorischen Maßnahmen wird der Rahmen für eine Umstrukturierung geschaffen, der eine gezielte Investition in die Infrastruktur ermöglicht und eine nachhaltige Verbesserung der Versorgungssituation garantiert. Soziale Aspekte werden dadurch mitberücksichtigt, dass das neu zu gründende Wasserunternehmen im Gemeindeeigentum verbleibt. Damit kann auch der weit verbreiteten massiven Aversion gegen die Privatisierung des Wassers der Wind aus den Segeln genommen werden
