Overall goal


Das "Haburas Labarik" Projekt strebt die Wissensvermittlung und Bewusstseinsbildung zum Schutz von Kinderrechten in Ost Timor an. Es begründet sich auf der Überzeugung, dass die Schaffung von demokratischen Werten nur auf Grundlage des Schutzes von Menschen- und Kinderrechten erzielt werden kann. Da 45% der Bevölkerung Osttimors unter 15 Jahren alt ist, sollen besonders Schulkinder über Menschen- und Kinderrechte aufgeklärt werden. Durch eine Partnerschaft mit der Alola Foundation, einer lokalen NGO, und die Zusammenarbeit mit Lehrern, Dienstleistungseinrichtungen und öffentlichen Einrichtungen soll durch das Projekt ein landesweites Netzwerk geschaffen werden, das langfristig über die Rechte von Kindern informiert und für diese eintritt.

Um die Rechte der Kinder in Osttimor zu stärken und den Zugang zu Informationen über die Rechte von Kindern zu erleichtern, produziert CARE seit 2001 das "Lafaek Child Rights Magazine" mit kindergerechten Artikeln über Kinderrechte, nationale Themen und Gesundheitsthemen. Bisher konnten bereits über 200.000 Schulkinder und über 4.000 LehrerInnen durch das Magazin erreicht werden. Ergänzt wird das Projekt durch sog. "Extension Services" zur Förderung von Kinderrechten - zum Zeitpunkt der Einreichung des Projektes waren z.B. ein mobiles Kindertheater sowie ein landesweites Brieffreundschaftsprogramm geplant. Diese Aktivitäten werden in der Anfangsphase des Projektes re-evaluiert werden.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
