Overall goal


Ziel des Projekts ‚HELPERS BUS‘ ist es, Minenopfer in Georgien bei der sozialen Integration und wirtschaftlichen Unabhängigkeit zu unterstützen und damit zum Abbau von Diskriminierung von Menschen mit Behinderungen beizutragen.

Ländliche Gebiete an der Grenze zu den Konfliktregionen Abchasien und Südossetien sind von den Folgen des Kaukasus-Konflikts von 2008 stark betroffen. Mangelnde Infrastruktur, stark eingeschränkte Mobilität und fehlende Services erschweren Minenopfern und deren Familienangehörigen den Zugang zu medizinischen, rechtlichen, sozialen und ökonomischen Hilfsleistungen, die von nationalen Stellen und anderen, national agierenden Nichtregierungsorganisationen (NRO) über komplizierte Antragswege angeboten werden, und behindern damit die Reintegration der Betroffenen in die Gesellschaft.

Ein Team von vier Experten unterschiedlicher Fachrichtungen wird die ausgewählten Gemeinden besuchen, die Menschen gezielt beraten, die notwendigen Anträge verfassen, diese einreichen und den weiteren Prozess bis zur Hilfsleistung betreuen. Zu sämtlichen relevanten Programme und Sozialdienste von staatlicher und nichtstaatlicher (NRO) Seite wird Informationsmaterial (Broschüren, Wegweiser etc.) erstellt und verteilt. Eine telefonische Hotline wird eingerichtet. Begleitend werden in den Gemeinden Veranstaltungen zu Friedensstiftung und Konfliktprävention, Minenrisiko und Sensibilisierung für Minenopfer abgehalten und Aktionen dazu durchgeführt.

Das Projekt wird von nationalen Behörden sowie von nationalen und internationalen Nichtregierungsorganisationen unterstützt und leistet einen Beitrag zu Minenrisikoaufklärung, Friedensstiftung und Konfliktprävention.

Zielgruppe: 860 Minenopfer und deren Familienangehörige (ca. 3.000).

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
