Short Description:

Overall goal


Ziel des Programms ist die Stärkung von Kapazitäten im Bereich der universitären Bildung und die Entwicklung wissenschaftlicher Expertise in den Schwerpunktländern der OEZA durch Hochschulpartnerschaften (Komponente 1) und ein darauf abgestimmtes Master/PhD-Förderprogramm (Komponente 2). Die am Programm teilnehmenden Institutionen im Süden sollen befähigt werden, qualitativ verbesserte Leistungen in Bezug auf Lehre, angewandte Forschung und Management zu erbringen, und zwar in den Bereichen Armutsminderung, Friedenssicherung und Konfliktprävention, Erhaltung der Umwelt und Schutz der natürlichen Ressourcen, Gender, Wasser und Siedlungshygiene, Ländliche Entwicklung, Energie, Privatsektorentwicklung, Bildung, Governance.


Es werden mehrjährige institutionelle Partnerschaften (Komponente 1) gefördert, in deren Rahmen unterschiedliche Aktivitäten (Sicherung von Qualitätsstandards in Lehre, Didaktik und Forschung, Beratung bei Curricular-Entwicklung und Reformen, Austausch von Studierenden und Lehrenden, bedarfsorientierte Forschungsvorhaben, gemeinsame Lehrgänge mit gemeinsamen Abschluss, Qualitätsverbesserung in der Ausstattung, etc.) durchgeführt werden, die in konsistenter Weise auf eine nachhaltige Qualitätssicherung des Süd-Partners ausgerichtet sind. Die

Einreichungen werden von einem Auswahlgremium geprüft. Die Bewerber/innen werden sowohl in der Suche nach potentiellen Partner/innen als auch in der Frage der Umsetzung im Hinblick auf die Zielvorgaben des Programms beraten und unterstützt. Das Master/PhD-Förderprogramm (Komponente 2) ist auf Komponente 1 ausgerichtet.


Durch geeignete Maßnahmen der Öffentlichkeitsarbeit (Workshops, Round Tables, Publikationen) werden die Ergebnisse des Programms bekannt gemacht.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
