Overall goal


Nach der Flutkatastrophe im Juli 2005 wird im schwer betroffenen rumänischen Bezirk Vrancea Wiederaufhilfe geleistet. Durch das gegenständliche Projekt werden in Zusammenarbeit mit dem Diakonischen Werk der Evangelischen Kirche Rumänien und mit begleitender Unterstützung der österreichischen Botschaft in Bukarest 6 Wohnhäuser in der Gemeinde Odobesti und 35 Wohnhäuser in der Gemeinde Suraia errichtet, in welchen 182 Menschen noch vor dem Winter Platz finden.

Die Häuser werden aufgrund der bestehenden Bauordnung in Nachbarschaftshilfe und unter der Aufsicht der Baubehörde der Gemeinden errichtet. Die OEZA Förderung wird zu 100% zum Ankauf von Baumaterialien verwendet. Administrative, organisatorische und kontrollierende Tätigkeiten werden mit Unterstützung der österreichischen Botschaft und unter Einbeziehung freiwilliger Helfer aus dem In- und Ausland geleistet, sodass keine Gehaltskosten anfallen. Bei der Bauplanung wird auf eine fortschrittliche Bauweise mit ökologischen Gesichtspunkten und damit auf eine Weiterentwicklung der Bauweise Wert gelegt. Der Antragsteller wird die notwendigen Baumaterialien vor Ort aufgrund der Baubedarfsberechnung bestellen, bezahlen und Zug um Zug, je nach Baufortschritt, kontrolliert direkt an die Begünstigten übergeben. Durch diesen Arbeitsablauf ist sichergestellt, dass ausschließlich die Betroffenen die Unterstützung erhalten. Alle Maßnahmen werden mit den örtlichen Behörden akkordiert und durch entsprechende Verträge abgesichert.
