Ziel des ggstdl. Projektvorhaben ist die Folgephase des im Rahmen des österreichischen Vorsitzes des Human Security Networks initiierten Projekts zur Unterstützung traumatisierter Kinder in Bosnien&Herzegowina und Kosovo.

Die von der slowenischen Stiftung Together/Skupaj durchgeführten Folgephase ist die Weiterentwicklung, Institutionalisierung und lokale Verankerung der in den ersten Phasen unterstützten Gemeindezentren für Kinder in Bosnien und im Kosovo.

Zielgruppen sind Kinder mit psychosozialen Problemen und (Kriegs)Traumata sowie deren Eltern, Lehrer und andere Vertreter von Berufen, welche sich mit Kinder- und Jugendarbeit befassen. Ferner verbreiten die Zentren Informationen über Maßnahmen im Bereich des Kinderschutzes und arbeiten mit Schulen, Kindergärten, medizinischen Institutionen, etc zusammen, um die psychosozialen Aspekte der Arbeit dieser Institutionen und Dienstleistungen zu verbessern. Weiterer Bestandteil des Projektes ist die Sensibilisierung der Gemeinden für die Bedürfnisse und Rechte der Kinder. Schließlich soll durch dieses Projekt auch die freiwillige Arbeit für und von Kindern gefördert werden. Hierbei sollen insbesondere Maßnahmen zum Aufbau von Kapazitäten der Zivilgesellschaft durchgeführt werden. In Bosnien konzentrieren sich die von der bosnischen Partnerorganisation Osmijeh, Center for Psychological Assistance and Development of Voluntary Work durchgeführten Aktivitäten auf die Kantone Tuzla und Senica Doboj. Im Kosovo ist die Region Ferizaj als Zentrum der Maßnahmen vorgesehen; hier ist die entsprechende lokale Partnerorganisation das Center for Promotion of Education in Kosovo.

Das Projekt wird von belgischen und niederländischen Partnern kofinanziert.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.

  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
