Short Description:

Overall goal


The International Crisis Group (ICG) is recognised as a leading independent source of analysis and advice to policymakers on the prevention and resolution of deadly conflicts. The overall goal is to inform and influence the perceptions and actions of policy makers and other key conflict actors through:

- expert field research and analysis and tailored policy recommendations;

- well-timed advocacy and policy engagement; and

- effective media outreach and communication.


Expected results


Through the implementation of the project, ICG seeks to achieve the following results:


I - Immediate: Enhanced understanding of conflict risks and dynamics as well as of recommended actions designed to prevent, mitigate or resolve deadly conflict.

II - Intermediate: Enhanced discussion and debate that reflects ICG analysis and/or recommendations; and increased steps taken towards modifying or implementing actions.

III - Ultimate: Increased actions taken - including the introduction, modification or implementation of policies that reflect ICG recommendations regarding potential and actual conflicts.


Long-term Impact: reduced harm to the civilian population in terms of lives lost and damage to local infrastructure and economies; and gradually increased access by the civilian population to basic levels of social goods and greater protection by the rule of law.


Target group / Beneficiaries


The main target groups include thousands of policy makers, opinion makers and conflict actors such as governments, parliaments, political parties, the military, relevant state ministries, the media, local and international civil society groups, foreign ministries and embassies, and other relevant intergovernmental or supranational bodies with responsibility and capacity to respond to actual or potential conflicts. The ultimate beneficiaries are the approximately 500 million of civilians (thereof 0,8% of ADC funding represent 4 million people), including especially women and children, living in conflict-affected situations of crisis or emerging crisis.


Activities


ICG’s methodology focuses on a wide range of activities, including:

- Research trips, interviews with relevant stakeholders;

- Formulation of policy options;

- Drafting, editing, review, publication of reports;

- Organisation of advocacy initiatives;

- Participation of Crisis Group in policy events;

- Collation of feedback from interlocutors;

- Monitoring policy documentation from key stakeholders;

- Production and dissemination of media products; and

- Tracking media activity.


Context


ICG was founded in 1995 with a presupposition that most key advocacy would be required in Brussels, New York and Washington D.C. Later on ICG has expanded its presences around the world, including offices in Bishkek, Bejing, Bogota, Dakar, Islamabad, Istanbul, London, and Nairobi to allow for a more integrated approach to engagement, advocacy and outreach for the prevention and resolution of deadly conflicts.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
