Short Description:

Overall goal

This contribution covers the Swedish International Development Cooperation Agency (Sida) co-financing of EUR 1 Mio. to ADC Project Reference Number 6545-00/2017 (EC funds for grants, technical assistance and project management) and ADC Project Reference Number 6545-01/2017 (EC funds for the Project Implementation Partnership Agreement with IGAD). Further co-financing by ADC is covered under ADC Project Reference Number 6545-00/2018 and the co-financing by the Netherlands under ADC Project Reference Number 6545-02/2018.

The overall objective of the Action is to contribute to achieving sustainable peace, security and stability for the attainment of economic integration and development of the IGAD region. The Action aims to support IGAD in the implementation of its Peace and Security Strategy 2016-2020.

The Action has four specific objectives:

1. To enhance the IGAD Conflict Early Warning and Response Mechanism (CEWARN) Systems, so that there is an improvement in the quantity and quality of the information collected, in data analysis, and early response action

2. To enable IGAD and national governments in the region to predict, prevent, and address transnational security threats

3. To enhance the capacity of IGAD and national governments of the region on preventive diplomacy, mediation and civilian peace Building

4. To enhance the implementation effectiveness of IGAD's Peace and Security Division and Units.

Expected results

Expected results are:

Better and faster data gathering, analysis, anticipation, and dissemination

Strengthened operational capabilities and systems of National Conflict Early Warning Units (CEWERUs) and effective linkage to the regional level

Initiatives formulated in response to CEWARN early warning

Enhanced regional cooperation and coordination to prevent and address transnational security threats (TSTs)

Strengthened institutional and human capacity of IGAD and national governments to effectively address TSTs

Progress made towards ratification, domestication and implementation of regional and international instruments that relate to transnational security threats

IGAD better equipped to engage in mediation

Government institutions of the IGAD region strengthened to engage in mediation

Regional Centre of Excellence on Preventive Diplomacy created by transforming the Institute of Foreign Services (IFS) in Djibouti

IGAD is adequately staffed with an effective operational and management structure in place to implement its Peace and Security Strategy 2016-2020

IGAD’s position strengthened as regional organization to oversee and coordinate peace and security interventions and programmes in the region, with special attention to women in peace and security

Target group / Beneficiaries

The Action covers the Horn of Africa countries Djibouti, Eritrea, Ethiopia, Kenya, Somalia, South Sudan, Sudan and Uganda as well as Tanzania. The target groups of the Action are IGAD policy organs, the Secretariat, the Peace and Security Division as well as governmental and non-governmental institutions in the Horn of Africa. Direct beneficiaries of capacity development are a minimum of 11.000 employees of IGAD and Member States' institutions. Furthermore, approximately 500.000 beneficiaries are supported through IGAD special programmes such as the Rapid Response Fund, Mediation Fund, Women Empowerment/UNSCR 1325 initiatives. Non-state actors will be targeted by the action, included in early warning and response activities, mediation and capacity development. Ultimately, all inhabitants of the region (more than 200 Mio.) will benefit from the improved political conditions, security and stability.

Activities

Activities include:

Under specific objective 1: improving the new data collection System of CEWARN; building capacities for gender responsive and social/vulnerability sensitive data analysis; disseminating CEWARN decision-making support products; capacity assessments of CEWERUs; assessment of prior early Responses;

Under specific objective 2: assessments and reviews of existing systems, policies and strategies, support to governmental and IGAD institutions to develop and to implement new laws, policies and strategies; creating theme-based Information & coordination Forums for governement institutions;

Under specific objective 3: coordinating government institutions to develop regional mediation strategies and protocols; facilitate the set-up of appropriate financing mechanisms for mediation; promote women’s role in peace processes; and support the creation of the Centre of Excellence on Preventive Diplomacy;

Under specific objective 4: staff needs assessments and introducing a sustainable staffing structure; enhancing the internal coordination and synergies as well as implementing robust M&E systems; supporting the implementation of UNSCR 1325 and follow up resolutions; and strengthening IGAD’s communication and visibility.

Context

The Horn of Africa region is one of the world's poorest regions and the highest recipient of international aid, particularly for Ethiopia, Somalia and South Sudan. Conflict and instability remain endemic in some countries, impacted by demographic growth, migration, youth unemployment, lack of access to services, competition for scarce natural resources, and harsh climatic conditions, with increasingly frequent and severe droughts and floods. By supporting IGAD and governments of the region in the implementation of crucial components of the IGAD Peace and Security Strategy 2016-2020, and by building on strong regional leadership, IGAD will be better equipped to fulfil its mandate of contributing to the peace and security and economic integration and development in the region.
