Overall goal


Das multidimensionale Projekt zielt darauf ab, das System der Höheren Bildung im Kosovo in Übereinstimmung mit den Richtlinien der Bologna Erklärung zu reformieren. Es setzt ein Memorandum of Understanding zwischen Österreich (BmaA; bm:bwk) und Kosovo (UNMIK; Ministerium für Unterricht, Wissenschaft und Technologie) inhaltlich um und ist somit ein wichtiger Schritt bei der Integration des Kosovo in den europäischen Bildungsraum. Zudem trägt es zu einer verstärkten Interaktion zwischen dem universitären Bereich und der lokalen Wirtschaft bei. Alle Parteien plus ADA sind in einem Steering Committee in die Projektabwicklung eingebunden.

Aktivitäten:

1. Institutionelle Unterstützung beim Aufbau der Kosovo Akkreditierungsagentur;

2. Institutionelle Unterstützung beim Aufbau eines Innovationsunterstützungs- und Technologietransferzentrums:

3. Institutionelle Unterstützung beim Aufbau eines Zentrums für Internationale Hochschul-, Forschungs- und Technologiekooperation;

4. Kapazitätenaufbau für ein ENIC/NARIC-Büro (Anerkennung von Diplomen);

5. institutionelle Entwicklung, Kapazitätenaufbau, Politikberatung und Maßnahmen für Endbegünstigte im Zusammenhang mit den Tätigkeiten des Forschungsrates;

6. Förderung gemeinschaftlicher Projekte im Bereich von Forschung und technologischer Entwicklung;

7. Kapazitätenaufbau für Angestellte der Universität Prishtina durch Stipendien;

8. Kapazitätenaufbau und Maßnahmen für Endbegünstigte dreier Fakultäten der Universität Prishtina (UP - Professionalisierung von Management und Administration und Lehre und Forschung);

9. Allgemeine Unterstützung des MEST zum Aufbau von Kapazitäten für die zukünftige Sektorprogrammierung im Bereich Höherer Bildung, Forschung und Innovation.

Ein starkes zentrales Projektmanagement ist für die Umsetzung verantwortlich. Zielgruppe: ca. 45.000 StudentInnen priv. und öffentl. Universitäten, 80 ProfessorInnen der UP, und ca. 50 kos. Unternehmen (Technologieaudits und/oder Technologietransfers).

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
