Overall goal


Die Österreichische Entwicklungszusammenarbeit (OEZA) unterstützt gemeinsam mit dem Klimabündnis Österreich seit Beginn der 1990er Jahre Prozesse zur Stärkung der indigenen Organisationen und Gesellschaft sowie zur Förderung der nachhaltigen Nutzung und des Erhalts des Regenwaldes am Río Negro in Brasilien. In der vorangegangenen Phase 2001-2004 konzentrierten sich die Aktivitäten auf die Konsolidierung von Mitbestimmungs- und Mitwirkungsmöglichkeiten der indigenen Bevölkerung bei den nationalen und internationalen Interventionen, die ihre Interessen berühren, sowie Vernetzungsaktivitäten auf überregionaler und globaler Ebene.


In einer weiteren Phase 2004-2007 sollen geeignete institutionelle Voraussetzungen für die Formulierung eines Regionalprogramms der Nachhaltigen Indigenen Entwicklung geschaffen werden. Ziel ist die Stärkung der Föderation Indianischer Organisationen des Rio Negro (FOIRN), damit gemeinsam mit den Basisorganisationen und Dorfgemeinschaften in der Region des Alto Rio Negro, im Nordwesten Amazoniens, die (Selbst-)Verwaltung und die Repräsentationsmechanismen indigener Volksgruppen verbessern werden können. Dabei sollen auch einige organisationsspezifische Defizite beseitigt werden, die im Rahmen der externen Evaluation der Partnerschaft FOIRN/ISA/HORIZONT3000 Ende 2003 festgestellt worden sind. In diesem Sinne sieht das Projekt neben der Stärkung von Managementkapazitäten auch die Implementierung neuer Formen der Aus- und Weiterbildung vor, sowie die verstärkte Mobilisierung der Organisationen und Gemeinden in den Subregionen des Mittleren und Unteren Rio Negro.


Mit einer abschließenden Kofinanzierung für drei Jahre stellt die OEZA sicher, dass die am Projekt beteiligten Organisationen rechtzeitig Kapazitäten entwickeln und Kontakte knüpfen können, um auch in Zukunft notwendige externe Finanzierungen zu erlangen.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.

  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
