Overall goal


Gegenständliches Vorhaben zielt auf die Schaffung eines "National Information and Contact Point" (NIP) für die Forschungs-Rahmenprogramme der Europäischen Kommission in Bosnien und Herzegowina. Seit Beginn des Sechsten Rahmenprogramms sind die Länder des Westbalkan teilnahmeberechtigt, woraus sich ein dringender Informations-, Beratungs- und internationaler Vernetzungsbedarf für die bosnisch-herzegowinischen Universitäten ergibt.


In einer ersten Phase wird in Abstimmung mit den zuständigen bosnisch-herzegowinischen Behörden unter dem Dach von der lokalen, auf höhere Bildung spezialisierten NGO SUS BiH eine zentrale Stelle geschaffen. Weiters werden an drei der wichtigsten Universitäten dezentrale Informations- und Kontaktstellen geschaffen. Gegen Ende des zunächst auf eineinhalb Jahre angelegten Projekts soll die geschaffene Institution verselbständigt bzw. einem einheitlichen bosnisch-herzegowinischen Gremium unterstellt werden, etwa dem Higher Education Coordination Board (i.e. Rektorenkonferenz).


Die Umsetzung und fachliche Betreuung erfolgt durch das österreichische Büro für Internationale Forschungs- und Technologiekooperation (BIT), dem österreichischen NIP für die Forschungs-Rahmenprogramme. Das BIT hat solche Vorhaben bereits in mehreren osteuropäischen Schwellenländern betreut.


Die Maßnahme wurde im Rahmen der Erarbeitung eines OZA-Sektorprogramms für Bildung und Wissenschaft in BuH durch das Zentrum für Soziale Innovation (ZSI) identifiziert und ist insofern modellhaft, als ähnliche Maßnahmen aufgrund der enormen Nachfrage auch in Serbien und Kroatien angedacht sind.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
