Wie anlässlich des Kosovo-Programmierungsworkshops im April 2005 präzisiert, wird die Förderung von Wirtschaft und Beschäftigung - neben der universitären Bildung - der zweite Hauptinterventionsbereich der OEZA im Kosovo sein. Gerade im Kosovo ist dieser Bereich bislang weder durch Programme abgesteckt noch durch Projekte konkretisiert, weshalb es nun gilt, sowohl die programmatischen Grundlagen als auch konkrete Vorhaben zu definieren.

Klare Zielvorgaben für das künftige Sektorprogramm "Wirtschaft und Beschäftigung Kosovo" sind die Schaffung von Beschäftigung und die Stärkung lokaler Produktion.

Für die Entwicklung eines Programms und den Aufbau einer Projektpipeline für die nächsten Jahre bedarf es daher zunächst einer Sektorrecherche (A), in deren Rahmen die Probleme und Herausforderungen, die der Privatsektor im Kosovo zu gewärtigen hat, ebenso dargestellt werden, wie einschlägige Politiken der Regierung und Programme der bilateralen und multilateralen Geber. Darauf aufbauend wären Handlungsempfehlungen (B) für die OEZA zu erarbeiten, wobei gewissen, bereits identifizierten Ansatzpunkten für ein österreichisches Programm besonders nachzugehen wäre.

Die TOR für diese Studie sowie das vorliegende Anbot wurden eng mit dem Referat "Wirtschaft und Entwicklung" abgestimmt.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
