Overall goal


Das Projekt "Initiative zu Simulationswahlen in der Republik Moldau" sieht sich als Vorbereitung auf die kommenden Parlamentswahlen in der Republik Moldau im März 2009. Es soll folgende Aspekte unterstützen:

- Erhöhung des Bildungsaspekts im Bezug auf das Thema "Wahlen" für die moldawische Bevölkerung, speziell jener Teil der Bevölkerung der in den ländlichen Regionen wohnt.

- Vermehrung des Wissens und der Erfahrung über bürgerliche Partizipation, Wahlen, Pflichten der lokalen Behörden, des Parlaments und des Präsidenten - vor allem unter der ländlichen Bevölkerung.

- Schaffung von Plattformen, die der Bevölkerung erlauben Wahlen zu verstehen, zu lernen wie Wahlen funktionieren und zu vermitteln wie wichtig Wahlen für die zukünftige Entwicklung des Landes sind indem die Bevölkerung selbst Simulationswahlen in den ländlichen Regionen vorbereitet und durchführt.

- Events zu organisieren in denen die ländliche Bevölkerung mehr über das moldawische politische System, über die EU und die Rechte der EU Mitgliedsländer im Vergleich zu den Nichtmitgliedern erfahren und lernen können. Außerdem soll in den Aktivitäten dieses Projektes die Möglichkeit geschaffen werden, dass der Bevölkerung Raum gegeben wird ihre Meinung über politische Inhalte und Fragen die für Moldau vor allem während Vorwahl-Diskussionen wichtig sind, auszudrücken.


Das Projekt soll weiters die Kooperation zwischen moldawischen NGOs in Bezug auf Bildung und Mobilisierung von moldawischen Wählern stärken damit die Bevölkerung an den Parlamentswahlen 2009 teilnimmt.


Die Ziele dieses Projektes richten sich im Detail auf:

- Bildung und Sensibilisierung von moldawischen Wählern über die Wichtigkeit aktiver Bürgerbeteiligung in den Gemeinden und kommunale Entwicklung durch Wahlbeteiligung.

- Schaffung einer Plattform für Simulationswahlen im kommunalen Bereich

- Aufbau von Kapazitäten auf lokalen Gemeindeebenen

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
