Overall goal


Die im Südosten des Kosovo gelegene Gemeinde Suhareka ist seit Jahren ein Schwerpunkt der OEZA mit zahlreichen Projekten. Zudem hat die dortige Stationierung des österreichischen KFOR-Kontingentes zahlreiche weitere öffentliche und private Initiativen aus Österreich im Raum Suhareka nach sich gezogen, wie z.B. Errichtung einer Molkerei unter Beteiligung von Raiffeisen Holding NÖ oder die Erstellung des Municipality Development Plans in Kooperation mit der TU Wien.

Ein Schwerpunkt der Tätigkeit der ADA ist die Förderung von wirtschaftlicher Entwicklung und der Schaffung von Arbeitsplätzen. In der Gemeinde Suhareka soll der Weg der ländlichen Entwicklung vertieft werden. Wesentlich ist die Förderung von Aktivitäten, welche Arbeitsplätze im Ländlichen Raum schaffen bzw. sichern, um so der Bevölkerung Einkommensmöglichkeiten anzubieten, und damit u.a. die Abwanderung in die Städte zu verlangsamen.

Bereits derzeit laufen eine Reihe von Aktivitäten in der Gemeinde Suhareka, mit dem Ziel, die ländliche Entwicklung zu stärken. Diese werden z.T. von der ADA, z.T. von anderen Förderstellen unterstützt. Für die weitere Tätigkeit der ADA ist es sinnvoll, diese laufenden Aktivitäten zu analysieren, um vorrangig solche Maßnahmen zu fördern, welche diese Aktivitäten zu einem sinnvollen Gesamtpaket bündeln.

Aufgabenstellung des Projektes ist die Erarbeitung einer Grundlage zur Unterstützung der ADA bei der Entscheidung über künftige Aktivitäten im Bereich der ländlichen Entwicklung im Großraum Suhareka.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
