Short Description:

Overall goal


Gegenständliches Projekt soll einen Beitrag zur nachhaltigen Verbesserung der sozio-ökonomischen Situation in den südserbischen Distrikten Pcinja und Jablanica durch die direkte Unterstützung der Regionalentwicklungsagentur "Center for Development of Jablanica und Pcinja Districts" leisten. Das Center steht im Besitz von 13 Gemeinden, privater Unternehmen sowie NGOs. Dadurch soll die strategische regionale Kooperation gestärkt, Kapazitäten innerhalb der Agentur, der 13 Gemeinden sowie der involvierten Zivilgesellschaft gestärkt und auf die EU Annäherung Serbiens auf regionaler Ebene hingearbeitet werden.


Projektinhalte:


1. Stärkung der Regionalentwicklungsagentur durch Schaffung adäquater Räumlichkeiten, Einstellung qualifizierten Personals und Schulung der Angestellten;

2. Kapazitäten,- und Bewußtseinsbildung von Stakeholdern der Zivilgesellschaft in den 13 Gemeinden durch Fortbildung, regionale Konferenzen und externe Langzeitexpertise;

3. Vernetzung der Gemeinden mit der nationalen Datenbank für Infrastruktur (SLAP) sowie Errichtung einer regionalen Entwicklungsdatenbank in der Regionalentwicklungsagentur;

4. Schaffung einer regionalen Projektpipeline für die Distrikte Jablanica und Pcinja.


Die OZA fördert somit eine Regionalentwicklungsagentur in einer der ärmsten und labilsten Regionen Südosteuropas und agiert damit abgestimmt und komplementär zu den Bemühungen der EK, von UNDP und UNICEF und steht somit ganz im Sinne der Paris Declaration (harmonisation and alignment).

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
