Overall goal


Die ADA unterstützt seit 2010 die Vernetzung der internationalen Organisation der Rechnungshöfe (INTOSAI) mit der Gebergemeinschaft. Diesbezüglich wurde von ADA 2009 gemeinsam mit 14 anderen Gebern und INTOSAI ein Memorandum of Understanding unterzeichnet. Seit Mitte 2010 wird das INTOSAI Gebersekretariat von der ADA, Irland und Norwegen finanziell unterstützt. Das grundlegende Ziel des Projekts ist es die Rechnungshöfe in den Mitgliedsstaaten des Dachverbands der Rechnungshöfe in ihren Kapazitäten zu stärken, um durch mehr Transparenz und Kapazitätsentwicklung der Rechnungshöfe zu mehr Rechtssicherheit beizutragen und dadurch einen Beitrag für die Vertiefung demokratischer Entwicklung und Verbesserung der sozioökonomischen Situation in den Partnerländern zu leisten. Im Wesentlichen zielt das Projekt auf folgende Bereiche ab:

Bedarfsanalyse und darauf aufbauend Kapazitätsbildungsmaßnahmen von Rechnungshöfen in den Partnerländern von INTOSAI sowie Unterstützung der Rechnungshöfe mit technischer Assistenz, sowie Austausch von Informationen zu inhaltlicher und verwaltungstechnischer Effizienzsteigerung

Zentral wird sein auf Basis einer Umfrage in Bezug auf den Bedarf an Kapazitätsentwicklung bei Rechnungshöfen einen call for proposals zu organisieren, an dem alle Rechnungshöfe bei dem Gebersekretariat Projektideen einreichen können, die seitens des Gebersekretariats mit Geberfinanzierung kombiniert werden soll.

Die Einrichtung einer harmonisierten Datenbank für Rechnungshofprojekte zwecks Verbesserung der Transparenz und Abstimmung unter Gebern soll fortgesetzt werden.

Die Finanzierung des INTOSAI Sekretariats und der geplanten Aktivitäten setzt sich wie folgt zusammen:

Norwegian Agency for International Development Cooperation (NORAD): 1.020.408 Euro

Irish Aid 750.000 Euro

ADA 300.000 Euro

Die Gesamtkosten des Projekts betragen 3.490.588 Euro

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
