Overall goal


Ziele der Aufbauphase (6 Monate):


• organisatorischer und inhaltlicher Aufbau des Import Information Hub Austria

• Etablierung geeigneter Kommunikationswege zu Unternehmen und bestehenden Stakeholdern (Import Informations-Hubs, ADA Koordinationsbüros u.a.)

• Dokumentation und Ersterhebung der nationalen Bedarfsstruktur


Ziele der Implementierungsphase 12 Monate):


• Ableitung von nachgefragten Dienstleistungen aus Unternehmensanfragen

• Profilfindung des Import Information Hub abschließen

• Klares Portfolioangebot an Unternehmen erstellen

• Entwicklung und Dokumentation möglicher Ausbaustufen für eine dauerhafte Implementierung des Import Information Hub Austria

• Etablierung und vertragliche Vereinbarung zum strukturierten Austausch mit bestehenden Import Promotion Agenturen Organisationen und anderen Stakeholdern wie Einkaufsgemeinschaften

 


Expected results


Von dem geplanten Projekt profitieren alle Mitglieder des Österreichischen Handelsverbands: ca. 100 Unternehmen in Österreich und ihre MitarbeiterInnen durch verbesserte Importbeziehungen mit Schwellen- und Entwicklungsländern.

Activities


1. Gründung des Import Information Hub Austria mit dem Ziel Beschaffungs-engpässe aufzulösen und alternative Beschaffungswege aufzuzeigen. Das soll durch die Vernetzung von österreichischen Importeuren und ausgewählten Exporteuren aus Schwellen- und Entwicklungsländern ermöglicht werden.

2. Identifikation des Nachfragepotenzials von österreichischen Importeuren und Abgleich mit dem Portfolio europäischer Importförderprogramme

3. Etablierung des Import Information Hub Austria durch Wahrnehmung einer Schnittstellenfunktion zu bestehenden Angeboten europäischer Importförderungsprogramme und Anbahnung neuer Partnerschaften


Context


Importinformation (import information) verbindet die Interessen der heimischen Wirtschaft nach hochwertigen und preisgünstigen Importprodukten mit dem Anliegen der Entwicklungspolitik an einen international wettbewerbs- und absatzfähigen Privatsektor in Schwellen- und Entwicklungsländern.


In Zeiten hohen Wettbewerbs- und Kostendrucks sind diversifizierte Lieferbeziehungen mit Produzenten und Exporteuren aus Schwellen- und Entwicklungsländern (Global Sourcing) ein immer wichtigerer Wettbewerbsfaktor für die österreichische Wirtschaft. Gleichzeitig unterschätzen heimische Importeure oft das Importpotenzial dieser Länder und diversifizieren ihre Beschaffungsquellen dahingehend nicht in ausreichendem Maße. Dabei ist es oft schwierig, geeignete und zuverlässige Lieferanten zu identifizieren, die Produkte in der geforderten Menge und Qualität bereitstellen. Hier kann eine bessere Information über Unternehmen aus Schwellen- und Entwicklungsländern dazu dienen, dass diese für Beschaffungsportfolios heimischer (Handels-)Unternehmen in Betracht gezogen werden. So können sowohl die Diversifizierung und Produktqualität gesteigert als auch langfristige Lieferbeziehungen gefördert werden.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
