Overall goal


Zu Projektende vom sogenannten Integrated Regional Development Programme (IRDP) in der Vojvodina erfolgt in Abstimmung mit der Autonomen Provinzregierung Vojvodina (AP Vojvodina) eine externe Projektevaluierung. Dieses Regionalentwicklungsprogramm wurde von der OEZA mit 5 Millionen EUR gefördert und Ende Juni 2011 abgeschlossen.


Im Fokus stehen die im Projekt durch österreichische Fachexpertise entwickelten Kapazitäten im Verwaltungsgefüge der Provinzregierung. Dabei soll entsprechend dem Projektoberziel überprüft werden, ob diese Verwaltungsstellen mittlerweile fit genug sind, an Fördermitteln im Rahmen des Instrument for Pre – Acession Assistance Programmes der EU heranzukommen und diese auch effektiv umzusetzen. Folgende Komponenten werden dabei näher untersucht werden: 1)Integrated Qualification Scheme; 2)Business Standardization and Certification; 3)Agricultural Export Promotion Fund; 4)Vojvodina Investment Promotion Fund; 5)Building Business Incubators Programm; 6)Centre for Strategic Economic Studies.


Im November 2011 findet zum Abschluss der Evaluierung mit der Provinzregierung ein Workshop in Novi Sad statt. Dieser Workshop unterstützt die Regierung, eigenständige Ansätze zur fortlaufenden Stärkung ihrer Verwaltung vor dem Hintergrund der EU Annäherung zu verfolgen, mit dem Hauptzweck, die Wirtschaft in der Vojvodina und die bisherigen serbischen-österreichischen Kontakte in der Region fortlaufend zu beleben.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
