Overall goal

IRENA - International Renewable Energy Agency - wurde 2009 gegründet und hatte im Mai 2010 bereits 144 Mitgliedstaaten weltweit. IRENA hat als Ziel, den Übergang zu einem Energiesystem basierend auf erneuerbare Energieträger zu forcieren. Wesentliche Elemente sind dabei Energiesicherheit, Reduktion von Treibhausgasen und von Energiearmut, Milderung des Klimawandels, nachhaltige Entwicklung und Wirtschaftsentwicklung.

Der Sitz der IRENA ist in Abu Dhabi. Wien möchte den Standort der internationalen Energiediplomatie zu den bestehenden Energieorganisationen stärken und ein Vienna Liaison Office zu IRENA in Wien gründen.

Die Studie "IRENA Scoping Study" zielt darauf ab, die mögliche Funktion und Rolle dieses Wiener Verbindungsbüros darzustellen und zu klären. Das Büro soll im 2.Halbjahr in Wien eingerichtet werden und seine arbeit aufnehmen.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.

  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
