Overall goal



Entwicklungsförderung hat dann eine Chance auf Nachhaltigkeit, wenn sie im lokalen kulturellen Kontext agiert und auf den lokal vorhandenen Potentialen aufbaut.

Die Potentiale für eine nachhaltige Entwicklung sind in unseren Partnerländern vielfach da, die Ressourcen zu ihrer Förderung fehlen aber oft an entscheidenden Stellen. Zum Beispiel Fachkräfte, die in ländlichen Regionen als Multiplikator/innen fungieren können, Berater/innen, die engagierten Vertreter/innen der zivilen Gesellschaft den Rücken stärken, Begleiter/innen, die lokale Organisationen mit den Methoden und Instrumenten zur Entwicklung ihrer Organisation oder mit westlichen Arbeitstechniken (z.B. hinsichtlich EU-Anforderungen an Partner) vertraut macht.


Die Personelle Entwicklungszusammenarbeit von HORIZONT3000 setzt als Instrument der EZA an dieser Stelle an. Oberziel des Programms ist die Armutsminderung, dh. eine nachhaltige Verbesserung der Lebensbedingungen besonders benachteiligter Gesellschaftssegmente in neun Partnerländern - Nicaragua, Brasilien, Simbabwe, Mosambik, Tansania, Kenia, Uganda, Sudan und Papua-Neuguinea.


Konkrete Ziele sind

1. Stärkung lokaler humaner Potentiale und Ressourcen

2. Unterstützung der Entwicklung lokaler Organisationen (OE)

3. Stärkung zivilgesellschaftlicher Strukturen (Empowerment).

4. Verbesserung des Verständnisses für globale Zusammenhänge und interkulturelles Zusammenleben in Österreich/EU.

Die ersten drei Projektziele ziehen sich durch die fünf sektoriellen Schwerpunkte des Programms, das 4. Ziel rekurriert auf die Aktivitäten in Österreich:

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
