Overall goal


Entwicklungszusammenarbeit hat dann eine Chance auf Nachhaltigkeit, wenn sie im lokalen kulturellen Kontext agiert und auf den vorhandenen Potentialen aufbaut. Potentiale für eine nachhaltige Entwicklung sind in unseren Partnerländern vielfach vorhanden, die Mittel zu ihrer Entfaltung fehlen aber oft an entscheidender Stelle.


Ein zentrales Hindernis ist dabei oft der Mangel an qualifiziertem lokalen Personal. Daher werden Fachkräfte benötigt, die in ländlichen Regionen als Multiplikator/innen fungieren können und engagierten Vertreter/innen der zivilen Gesellschaft den Rücken stärken oder die als Berater/innen lokale Organisationen in ihrer institutionellen Entwicklung unterstützen und mit Methoden und Instrumenten der Entwicklungszusammenarbeit vertraut macht.


Die Personelle Entwicklungszusammenarbeit von HORIZONT3000 setzt als Instrument der EZA an dieser Stelle an und verfolgt als übergeordnete Programmziele die Stabilisierung von Lebensbedingungen im ländlichen Raum, die Verbesserung der Basisgesundheitsversorgung sowie der Gesundheitserziehung, die Verbesserung der Bildungsmöglichkeiten und die Stärkung zivilgesellschaftlicher Strukturen in den neun Partnerländern. Für das Jahr 2009 werden 840 Einsatzmonate beantragt. Nach Einsatzbeendigung sollen die Rückkehrer/innen in ihrem Herkunftsland zu einem besseren Verständnis über die globalen Zusammenhänge beitragen und das interkulturelle Zusammenleben in Österreich und der EU positiv beeinflussen.


Im Jahr 2006 wurde von der ADA eine externe Evaluierung des PE-Programms beauftragt, die kurz- und mittelfristigen Empfehlungen finden im vorliegenden Antrag Entsprechung; langfristige Empfehlungen werden 2009 im Zuge des HORIZONT3000 internen Strategieentwicklungs-prozess weiterbehandelt.


Die in der 2008 durchgeführten Evaluierung der RückkehrerInnen-Arbeit an HORIZONT3000 gerichteten Empfehlungen wurden nur zum Teil schon berücksichtigt.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
