Overall goal


Seit 1984 bietet die Europäische Kommission jungen Akademikern (unter 30) die Möglichkeit einer praktischen Ausbildung in den Delegationen basierend auf bilateralen Verträgen mit Mitgliedsländern. Derzeit sind solche Verträge mit 15 Mitgliedsstaaten abgeschlossen.


Österreich hat 1995 ein bilaterales Abkommen über die Finanzierung von österreichischen Teilnehmern an diesem Programm abgeschlossen. Dieses Grundsatzabkommen wurde 1998 modifiziert.


Dieses Gemeinschaftsprogramm der EK sieht die Entsendung von vier "Beigeordnete Sachverständigen" aus Österreich vor, wobei die Kosten von zwei Sachverständigen von der Kommission getragen werden.


Die Einsätze der so genannten "Beigeordneten Sachverständigen" bei Delegationen der EU in AKP-Ländern, sind, wie auch aus den jeweiligen Tätigkeitsbeschreibung hervorgeht, zu 100 % der Entwicklungszusammenarbeit zuzurechnen. Das Programm ist als ein 'on-the-job-training' konzipiert. Dies bedeutet, dass die Sachverständigen aktiv in die Programmgestaltung und die Projekttätigkeit im Rahmen der EU-EZA eingebunden sind.


Der Einsatz der von Österreich finanzierten Sachverständigen erfolgt

- in der Delegation der EK in Mosambik, Ingrid Wehrmann

- in der Delegation der EK in DRC, Monika Tortschanoff,

und ausschließlich in den Delegationen in Partnerländern der ÖEZA.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
