Overall goal


Das 2000 vom Center for Democracy and Reconciliation in Southeast Europe (CDRSEE) lancierte Joint History Project (JHP) verfolgt einen partizipativen Ansatz im Geschichtsunterricht in Südosteuropa (SOE), der unterschiedliche Perspektiven auf die Geschichte vermitteln soll. Dadurch soll als langfristiges Ziel demokratischer Wandel in der Region angeregt, unterstützt und erreicht werden. Das JHP versucht, unabhängiges Denken zu fördern und benutzt Geschichtsunterreicht als Instrument zur Ermutigung und Begleitung von Gesellschaften in eine friedliche, demokratische und gemeinsame Zukunft, in dem die Vermittlung unterschiedlicher Perspektiven im Geschichtsunterrichts vermehrt stattfinden soll.


Im Rahmen der ggst. Phase II des Projekts wird die Ausbildung weiterer Lehrer in der Nutzung innovativer Lehrmethoden sowie die Korrektur folgender methodologischen Schwächen angestrebt: a) Lehrer hatten Schwierigkeiten, das Konzept - für sie ein Novum und weit entfernt von gängigen Unterrichtsmethoden - zu verstehen; b) Lehrer waren besorgt, dass die Umsetzung dieser Methoden in Schulen SOE schwierig würde: auch unter Lehrern ist Nationalismus stark verhaftet, sodass die Erwägung eines anderen Geschichtsbildes schwer vorstellbar ist.


Im Rahmen des Projekts werden rund 240 Lehrer in der Technik des JHP sowie 35 Lehrer zu Trainern ausgebildet. Das sog. multi-perspective Handbuch für Geschichtslehrer wird in drei Sprachen (Serbisch, Bosnisch, Albanisch) übersetzt, verteilt und im Unterricht verwendet. Die existierenden serbischen Ausgaben der 4 Geschichtsunterrichtslehrbehelfe werden überarbeitet und neu aufgelegt.


Das JHP wurde von der Donor Gemeinschaft, inkl. dem Europäischen Parlament (EP), höchst gelobt. In einem Bericht nahm letzteres im April 2009 direkten Bezug auf das JHP.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
