Overall goal


Österreich unterstützt seit 2006 zusammen mit anderen Gebern in Form von sektorieller Budgethilfe die Umsetzung des nationalen Umweltaktionsplans in Kap Verde. Die Entwicklung der Umsetzung des Aktionsplans verlief bisher weitgehend zufriedenstellend.


Auf Ebene dieser sektoriellen Budgethilfe im Bereich Umwelt werden in Koordination mit der generellen Budgethilfegruppe der beitragenden Geber zweimal jährlich gemeinsame Fortschrittsevaluierungen mit den Geberländern und -organisationen und der Regierung Kap Verdes, sogenannte Joint Monitoring Missions, durchgeführt. Die Aufgabe dieser Missionen ist die Bewertung der Fortschritte im Bereich Umwelt in Kap Verde, die anhand von Indikatoren einer gemeinsam mit der Regierung und anderen Gebern der Budgethilfegruppe definierten Performance-Matrix durchgeführt wird. Im Sinne von Harmonisierung und Anpassung ist die enge Zusammenarbeit mit der Regierung und den anderen Gebern u.a. durch gemeinsames Monitoring angestrebt.


Der vorliegende Vertrag ermöglicht den Einsatz eines Umweltexperten, um für das Monitoring der sektoriellen Budgethilfe im Bereich Umwelt in Kap Verde die notwendigen Fachkapazitäten zur Verfügung zu stellen. Um eine kontinuierliche Begleitung des Monitoring 2010 durch dieselbe Person zu sichern, umfasst der Vertrag sowohl die Mission im Mai 2011 als auch die zweite Mission, die für Ende des Jahres geplant wird.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.

  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
