"Bis 2015 ist der Anteil der Menschen ohne nachhaltigen Zugang zu Trinkwasser und Sanitäreinrichtungen zu halbieren."


Um diesen Erfolg auch wirklich zu erreichen und abzusichern, erfordert es ein gutes Zusammenspiel mehrer Gebernationen und der ugandischen Regierung im "Joint Water and Sanitation Sector Programme Support" JWSSPS.


Mit einer Mischung aus Programmfinanzierung, Technischer Hilfe, Monitoring und Sektorbudgethilfe sollen mit Hilfe dieses Programmes die Ziele im ugandischen Wassersektor zum Nutzen der gesamten ugandischen Bevölkerung erreicht werden. Dabei soll die Umsetzungskapazitäten der Gemeinden gestärkt werden.


Dabei wird besonderes Augenmerk auf benachteiligte Regionen wie Nord-Uganda gelegt werden.


Wichtiger Aspekt in diesem Vorhaben ist die Etablierung einerseits von Wasserverbänden und andererseits von Finanzierungsmechanismen ähnlich dem österreichischen Wasserwirtschaftsfond. So wird auf Antragsbasis den Gemeinden die Realisierung größerer Investitionsprojekte ermöglichen.


Der JWSSPS wird vom Ministry of Water and Environment umgesetzt. Die Geldflüsse werden über das Ministry of Finance, Planning and Economic Development abgewickelt. Neben Österreich wird das Programm noch von African Development Bank AfDB, Deutschland, Dänemark und der EU unterstützt.


Durch diese Förderung wird auch das ugandische Programm zum Kapazitätenaufbau in den District Water Offices (Technical Support Unit) mitfinanziert und die Erfolge der Dezentralisierungspolitik Ugandas abgesichert.


Die Vertragssumme über EUR 4 Millionen ist der erste Teil einer dreijährigen Unterstützung, die insgesamt EUR 12 Millionen ausmachen soll.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
