Overall goal


Die Republik Moldova strebt eine Restrukturierung des Kinderschutzsystems an. Durch Unterstützungsmaßnahmen von Familien in Schwierigkeiten soll die Anzahl verlassener Kinder reduziert werden. Für Kinder, die dennoch nicht in ihren leiblichen Familien bleiben können, sollen Alternativen zur institutionellen Unterbringung in Moldau geschaffen werden.

Ziel des Projektes ist es, die Fachleute in den Regionen entsprechend europäischer Standards auszubilden, und einen Beitrag zur Vernetzung der Fachleute zu leisten, sodass Entscheidungen über die betroffenen Kinder in interdisziplinären Teams unter Berücksichtigung der staatlichen und privaten Ressourcen getroffen werden.

Als Trainer werden moldawische MultiplikatorInnen ausgebildet, die nach Abschluss des Projektes dessen Nachhaltigkeit garantieren und für die Ausbildung von Pflege- und Adoptivfamilien in Moldau zur Verfügung stehen.


Aktivitäten:

1) Entwicklung eines Schulungsangebotes für MultiplikatorInnen/TrainerInnen, Fachleute aus den Regionen, Pflegepersonal in den Institutionen sowie Pflege- und Adoptivfamilien in Moldau.

2) Qualifizierung von Schlüsselkräften, welche in Zukunft als MultiplikatorInnen und TrainerInnen das Konzept umsetzen und die Schulungen durchführen können. Weitere Aufgaben sind die nachhaltige Implementierung der Maßnahmen und der Aufbau bzw. das Pflegen von Netzwerken.

3) Schulungsmaßnahmen für Fachleute aus Behörden und Institutionen sowie für Pflege- und Adoptivfamilien in Moldau

4) Entwicklung eines moldauspezifischen Anleitungshandbuches, welches alle erforderlichen Unterlagen beinhaltet, um so die Konzepte, Lehrpläne und Schulungsunterlagen einer weiteren Verbreitung zuführen zu können.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
