Overall goal


Ziel der Kleinprojekte ist es im Schwerpunktland Äthiopien insbesondere zivilgesellschaftliche Strukturen zu stärken und zu Aid Effectiveness beizutragen.


Expected results


Vor allem sollen Initiativen unterstützt werden, durch deren Umsetzung folgendes erwartet wird:

1) Förderung der Umsetzung von Strategien wenn rasches Handeln erforderlich ist

2) Kurzfristige Interventionen in den ausgewählten Sektoren

3) Kapazitätsentwicklung der Projektpartner

4) Finanzierung von Aktivitäten in Ergänzung zu den allgemeinen Tätigkeiten im Sektor


Target group / Beneficiaries


Projekte und Programme von anspruchsberechtigten lokalen Organisationen und Institutionen sowie von internationalen Organisationen sollen unterstützt werden, welche - aufgrund der Projektgröße bzw. der Laufzeit - nicht die klassischen OEZA Finanzierungsinstrumente in Anspruch nehmen können. Die Begünstigten, Zielgruppen und Vertragspartner der Kleinprojekte werden je nach Kleinprojekt unterschiedlich sein.


Activities


Die Kleinvorhaben werden sich auf die folgenden Bereiche konzentrieren:

a) Menschenrechte

b) Gender Equality & Women Empowerment

c) Sicherheit & Frieden

d) Geberkoordinierung (Aid Effectiveness)

e) Ländliche Entwicklung inkl. Tourismusförderung

f) Kooperationen zw. Universitäten

Die Auswahl der Sektoren erfolgte (wie in den Vorjahren) in Anpassung an das Drei-Jahres-Programm der OEZA in der aktuellsten Fassung in Bezug auf Äthiopien sowie auf die Region Ostafrika. Die Kleinprojekte ergänzen in der Regel Vorhaben, die vom KoBü Addis vor Ort verfolgt werden (z.B. Zusammenarbeit mit Regional Economic Communities, African Union etc.).


Context


Die ADA hat zur Unterstützung der Umsetzung der laufenden Programme und Projekte der österreichischen Entwicklungszusammenarbeit (OEZA) in den Partnerländern das Instrument der Förderung von Kleinvorhaben durch die jeweiligen Koordinationsbüros (KOBÜs) eingerichtet. Das KOBÜ Addis Abeba nimmt dieses Instrument als begleitende Maßnahme zur Ergänzung der laufenden Programme und Projekte der OEZA in Äthiopien und effizienteren Umsetzung des Arbeitsprogramms 2018 für das Schwerpunktland Äthiopien, sowie für eine bessere Sichtbarkeit der OEZA in Anspruch.

  • Policy marker: are used to identify, assess and facilitate the monitoring of activities in support of policy objectives concerning gender equality, aid to environment, participatory development/good governance, trade development and reproductive, maternal, newborn and child health.     • EU - Funds of the European Commission
    • Others - various other donors are listed in ADA’s annual business report.
  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
