Overall goal


Ziel der Kleinvorhaben ist die Unterstützung zivilgesellschaftlicher und internationaler Akteure in den Bereichen Umwelt/Klimawandel, Geschlechtergleichstellung, soziale Inklusion und Regionalentwicklung. Dazu zählen auch Beiträge zur Umsetzung der EU-Heranführungsagenda und begleitende Reformmaßnahmen. Geeignete Maßnahmen wären u. a. Beiträge zu geberkoordinierten Interventionen (z.B. gemeinsame programmrelevante Studien, Publikationen, Veranstaltungen etc.), programmrelevante oder Sektor-Studien, Publikationen und Veranstaltungen, spezifische Kapazitätsentwicklung sowie die Finanzierung von zusätzlich benötigter Expertenleistungen in Projekten und Programmen.


Expected results


Primär werden Projektaktivitäten- und Initiativen von zivilgesellschaftlichen Akteuren und internationalen Partnerorganisationen gefördert, die komplementär zu den OEZA-finanzierten Maßnahmen zum Aufbau von Kapazitäten der öffentlichen Verwaltung sind und im Zusammenhang mit den nationalen Sektorstrategien stehen. Hiermit soll ein Beitrag zur Förderung von guter Regierungsführung geleistet werden, insbesondere im Bereich der Rechenschaftspflicht.


Context


Inhaltlich und schwerpunktmäßig stehen die Kleinvorhaben im engen Zusammenhang mit der Landesstrategie 2015-2020 der Österreichischen Entwicklungszusammenarbeit in Albanien und ergänzen die laufenden und geplanten Vorhaben. Die Kleinvorhaben sind in den Bereichen Regierungsführung, Rechtsstaatlichkeit, Integriertes Wassermanagement, Beschäftigungsfähigkeit und arbeitsmarktorientierte Berufsbildung angesiedelt.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
