Overall goal


Inhaltlich und schwerpunktmäßig stehen die Kleinvorhaben in engen Zusammenhang mit der Länderstrategie der OEZA in Bosnien und Herzegowina (BuH), ergänzen die laufenden und geplanten Vorhaben und stärken zivilgesellschaftliche und öffentliche Strukturen.


Die geplanten Kleinvorhaben sind in nachstehenden Bereichen angesiedelt: Social Inclusion/Social Protection, Gender, gute Regierungsführung und Menschenrechte, sowie, Donor Koordinierung und Umsetzung der Aid Effectiveness Agenda (H&A).


Primär werden Projektaktivitäten- und Initiativen von zivilgesellschaftlichen Akteuren gefördert, die komplementär zu den OEZA-finanzierten Kapazitätenentwicklungsmaßnahmen der öffentlichen Verwaltung sind und im Zusammenhang mit den nationalen Entwicklungstrategien (Country Dvelopment Strategy & Social Inclusion Strategy) stehen.


Weiters sollen v.a. Projekte und Programme von anspruchsberechtigten lokalen Organisationen und Institutionen unterstützt werden, welche - aufgrund der Projektgröße bzw. der Laufzeit - nicht die klassischen OEZA-Finanzierungsinstrumente in Anspruch nehmen können, aber dennoch einen wertvollen Beitrag zur Umsetzung der Landesstrategie leisten.


Ziele der Kleinvorhaben sind:

- Gezielte Stärkung zivilgesellschaftlicher Strukturen durch die Unterstützung zivilgesellschaftlicher Akteure (lokaler NGOs) in den Bereichen Gender, Soziale Integration, Social Protection und Menschenrechte im Rahmen nationaler Anstreng-ungen und Reformen

- Förderung gemeinsamer Geberinitiativen bzw. zur Donor Koordinierung und Umsetzung der EU-Heranführungsagenda.

- Zugang zu lokaler Expertise, die für die Programm- und Projektentwicklung und Ergänzung des laufenden Programme und Projekte der OEZA in BuH notwendig ist

- Erhöhung der Sichtbarkeit der ADA; durch Kleinvorhaben wird die Sichtbarkeit der OEZA bzw. der ADA / ADC besonders gefördert.

    • AKF - Foreign Disaster Fund of the Austrian federal government
    • BMLFUW - Federal Ministry for Agriculture, Forestry, Environment and Water
    • EU - Funds of the European Commission
    • Others - various other donors are listed in ADA’s annual business report.
  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
