Short Description:

Overall goal


Als Ergänzung der im Rahmen der Länderstrategie laufenden Programme und Projekte wer-den vorrangig Vorhaben zivilgesellschaftlicher Organisationen gefördert, welche den in der Länderstrategie festgesetzten Schwerpunkten, verstärkt auch den Querschnittsbereichen, folgen.


Die Landesstrategie des Koordinationsbüros 2013 - 2020 für das Kosovo (gem. BMEIA fortgeschrieben bis 31.12.2021) akzentuiert die Kooperation mit zivilgesellschaftlichen Akteuren, sowie die Bereiche von „Guter Regierungsführung“ und „Förderung sozial/ethnisch vulnerabler Gruppen“.


Expected results


Daher konzentrieren sich die Kleinprojekte auf die Bereiche:

* Förderung und Einforderung verantwortungsvoller Regierungsführung und Transparenz und Anti-Korruption

* Unterstützung von (sozial) marginalisierten und verletzlichen Gruppen.

* Maßnahmen zur Unterstützung der Integration von ethnischen Minderheiten.

* Ländliche / wirtschaftliche Entwicklung

* Bildung inkl. Förderung von Bildungsmöglichkeiten (V.a. für Jugendliche mit besonderen Fokus auf junge Frauen)

* Geschlechtergleichstellung (u.a. Frauenrechte, GBV, GRB, Minderheitenschutz, etc.)

* Umwelt- und Naturschutz (u.a. auch Klimawandel, Energieeffizienz und alternative Energie)


Target group / Beneficiaries


Ziele der Kleinvorhaben sind:

* Gezielte Unterstützung von Projekten in den oben genannten Bereichen mit Fokus auf zivilgesellschaftlicher Aspekte und unter Berücksichtigung des „Leave no one behind - Ansatzes“ (SDGs) und GAP II

* Unterstützung der Umsetzung der Landesstrategie 2013 – 2020 und des Arbeitsfeld-programmes 2020

* Unterstützung von Kapazitätsentwicklungsmaßnahmen zugunsten lokaler Akteure in den oben genannten Bereichen

* Förderung der Geberkoordination

* Unterstützung des Österreichischen OSCE-Aktionsplanes 2020 (nach Rücksprache mit BMEIA VII)

* Fortbildung lokaler Institutionen und lokaler ImplementierungspartnerInnen hinsichtlich des Reporting zu SDGs und GAP II Indikatoren

 


Activities


Erreicht werden die Ziele durch folgende Maßnahmen:


* (Ko-)Finanzierung von Projekten in Ergänzung zur Landesstrategie und dem Arbeitsfeldprogramm

* Technische Assistenz

* Kurzfristige Unterstützung von Veranstaltungen / Kapazitäten / Wissensmanagement und Wissenstransfer in den genannten Bereichen

* Maßnahmen zu Gunsten von Harmonisierung und Maßnahmen im Rahmen gemeinsamer Geberinitiativen

* Maßnahmen zur Friedenssicherung, Versöhnung und Konfliktprävention

    • EU - Funds of the European Commission
    • Others - various other donors are listed in ADA’s annual business report.
  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
