Short Description:

Overall goal


The assignment’s main purpose is to support and further enhance the dissemination of strategic evaluation results and products through development of innovative communication materials, layout, graphic editing and visualization based on the ADA’s corporate design. This will contribute to both better evaluation use and learning and ultimately, promote transparency and awareness.


Expected results


The following two work packages should be achieved:

Layout of the concept paper on „Evaluability Assessments in Austrian development cooperation“ and development of graphic illustrations: The layout of the module “Evaluability Assessments in Austrian development cooperation”, a 25-30 page document containing two to three illustrations, should be completed.

Elaboration of 6 posters/innovative communication products using information graphics/other visualization tools (English and German version): Innovative communication products using infographics or other visualization tools (in German and in English) should be developed for six evaluations/assessments/studies. The communication products are to be developed based on content provided by ADA.

 


Target group / Beneficiaries


The primary users of the infographics and the layouted module is staff from ADA and MFA VII, as well as the wider public, which is to be reached through the visualization of, and the easy accessibility to the evaluation results and guidelines.

Context


ADA and the Ministry of Foreign Affairs (MFA) – jointly referred to as the Austrian Development Cooperation (ADC) – have put an increased emphasis on the strategic dissemination and communication of evaluation results in order to reach wider audiences and decision-makers. This is expected to contribute to better evaluation use and learning and to promote transparency and development awareness among the public at large.

The Evaluation Unit of ADA has made positive experiences with developing and disseminating evaluation products through innovative communication materials/channels and creative use of graphic design and visualisation. For example, after completing the strategic evaluation of the human-rights based approach within ADC, a poster visualizing the main evaluation findings and recommendations using infographics was developed and shared widely. In addition, the ADA-Guidelines for programme and project (PP) evaluations have been updated with a new layout and the user-friendly visualization of different evaluation processes, facilitating easy-access and use.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
