Overall goal


Ziel des Projekts ist die Verteidigung und Einforderung der Landrechte der indigenen Völker Brasiliens.

Die etwa 900.000 IndianerInnen Brasiliens gehören 305 verschiedenen indigenen Völkern an. Ihre Lebensbedingungen sind in vielen Fällen prekär und ihre Rechte sind nicht umgesetzt, obwohl ihnen in der Verfassung von 1988 umfassende Rechte zugesichert wurden, darunter das Recht auf ihr angestammtes Land und kulturelle Eigenständigkeit.

Die indigene Bevölkerung Brasiliens hat vor allem mit folgenden Problemen zu kämpfen: Ihre verfassungsmäßigen Rechte werden vielfach missachtet und nicht auf allen Ebenen umgesetzt. Ihre Menschenrechte werden wenig geachtet, immer wieder kommt es bei (Land-)Konflikten zu Bedrohungen, Gewalttaten und bis zu Morden an IndianerInnen. Ihr ursprüngliches Land ist zu einem Gutteil nicht demarkiert oder bei weitem nicht groß genug, oft beanspruchen andere Personen, Firmen oder der Staat dieses Land. In den letzten Jahren und Monaten kam es zu heftigen Attacken gegen indigene Rechte, Rückschritte in der Gesetzgebung und eine Verfassungsänderung stellen eine reale Gefahr dar.

Erwartete Resultate:

1. Die Landrechte der indigenen Völker bleiben weiterhin in der Verfassung verankert.

2. Es gibt Fortschritte bei den administrativen Schritten zur Regularisierung indigener Gebiete.

3. Indigene Führungspersonen und Völker erhalten Rechtsberatung bei Prozessen.

Die direkte Zielgruppe sind etwa 3.300 indigene Führungspersonen von 100 Völkern. Durch die Verteidigung indigener Rechte in der Gesetzgebung sowie in verschiedenen Fällen von Landrechten und Konfliktsituationen werden bei weitem mehr Personen erreicht. Indirekt werden alle 900.000 IndianerInnen Brasiliens begünstigt, deren Rechte auf dem Spiel stehen.

    • Others - various other donors are listed in ADA’s annual business report.
  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
