Overall goal


Ziel des Projekts 'Leben ohne Gewalt – Unterstützung für Opfer häuslicher Gewalt in Belarus' ist die Ermächtigung zivilgesellschaftlicher Organisationen und SpezialistInnen zur Unterstützung von Frauen und Kindern im Distrikt Minsk, die Opfer häuslicher Gewalt sind.

Einerseits soll zum Empowerment der weißrussischen Gesellschaft durch die Stärkung der Kapazitäten weißrussischer Nicht-Regierungs-Organisationen (NRO), lokaler Autoritäten und Selbsthilfegruppen zur gemeinsamen Unterstützung von Opfern häuslicher Gewalt, andererseits zur Armutsreduktion und zur Unabhängigkeit von Frauen und Kindern, die unter häuslicher Gewalt leiden, beigetragen werden.

In der Projektregion herrscht großer Mangel an professionellen und koordinierten Maßnahmen im Bereich der Unterstützung von Opfern häuslicher Gewalt. Es mangelt an professionellen Dienstleistungsangeboten, anonymen Krisenplätzen, Qualifikationsmöglichkeiten im Betreuungsbereich, an Information über mögliche Unterstützungsmaßnahmen und Aufklärung über Rechte und Möglichkeiten der Opfer.

Zielgruppen: 500 Opfer häuslicher Gewalt, 10 NRO, 20 Angestellte, die direkt mit Opfern häuslicher Gewalt arbeiten. Finale Begünstigte: lokale Autoritäten/Beamte (Sozialzentren, Krankenhäuser, Polizei); 10 für die Implementierung des Legal Framework verantwortliche Regierungsmitglieder (Innenministerium, Arbeits- und Sozialministerium); Familien der Opfer (Kinder); lokale Bevölkerung.

Resultate:

1. Lokale Autoritäten, Selbsthilfegruppen und NRO haben erfolgreich Maßnahmen im Bereich der Unterstützung von Opfern häuslicher Gewalt entwickelt und implementiert.

2. Sichere Unterkunft und maßgeschneiderte Beratung für Opfer häuslicher Gewalt sind vorhanden.

3. Bewusstsein für zu Verfügung stehende Services für Opfer häuslicher Gewalt ist geschaffen.

4. Kapazitäten der Spezialisten im Bereich der Unterstützung von Opfern häuslicher Gewalt und von Beamten die Antwortstrategien entwickeln, entsprechen den tatsächlichen Bedürfnissen der Opfer.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
