Auch mehr als 10 Jahre nach dem Ende des Krieges ist das Bildungssystem in Bosnien und Herzegowina (BiH) in einem kritischen Zustand und erfüllt seine Aufgaben in vielen Bereichen wenig zufriedenstellend. Nur wenige Reformen konnten im Berufsbildungssektor bis heute durchgeführt werden, sodass besonders dieser Bereich an nationalitische Vorstellungen einzelner Volksgruppen angepasst wurde und von hierarchischen, veralteten Unterrichtsformen geprägt ist. Die EU fördert in BiH bereits zehn Jahre die Bildungsreform im Sekundarschulbereich. Im Rahmen der EU-Programme wurde ein Modular-Curriculum für 13 verschiedene Berufsgruppen entwickelt und bereits eingeführt. Inhaltlich sind die Module nach dem Vorbild europäischer Bildungsprogramme konzipiert. Das größte Handicap ist, dass den Schulen für diese neuen Programme noch keine entsprechenden Lehrbücher bzw. Fachliteratur zur Verfügung stehen.

Aufbauend und im Einklang mit den Ergebnissen der durchgeführten EU- Programme sollen nun in enger Kooperation mit dem Ministerium für zivile Angelegenheiten (MoCa) und den beiden Entitätsministerien für Bildung österreichische Standardlehrbücher für das Fach Betriebswirtschaftslehre für das Schulsystem in BiH übersetzt und adaptiert werden. Als Grundlage werden die slowenischen Ausgaben der Lehrbücher "Gospodarsko poslovanje I-IV", Gospodarsko poslovanje - Trgovec I-II" und das Wirtschaftswörterbuch Slowenisch-Deutsch-Englisch" dienen, da diese bereits auf vier Schulstufen adaptiert sind und so dem Schulsystem in BIH entsprechen.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
