Lifesaving emergency intervention for most vulnerable Tigray conflict affected people (nutrition, cash and gender-based violence)

Short Description:

Overall goal


The objective of the proposed project is threefold:

1. Improved access to nutrition services aimed at preventing, identifying and treating severe and moderate acute malnutrition among under 5-year-old children and pregnant and lactating women;

2. Enhanced capacity of crisis-affected vulnerable households (HHs) through unconditional cash support to meet their basic Needs;

3. Improved prevention and response to SGBV in crisis affected communities.


Expected results


The proposed project will directly support 29,697 conflict affected individuals, with the following expected results:

a) 2,160 children (1,102F, 1,058M) treated for severe acute malnutrition (SAM);

b) 10,013 children under 5 years old (5,107F, 4,906M) and 4,779 PLW treated for moderate acute malnutrition (MAM);

c) 30 outpatient therapeutic programs (OTP) sites and 8 stabilization centers strengthened to provide emergency nutrition and SGBV services;

d) 40 (30F, 10M) health workers (OTP and SC) will receive on job and formal training on management of acute malnutrition;

e) 17,436 individuals (16,756F, 680M) provided with child nutrition and hygiene education including key messages on COVID-19 prevention;

f) 1,918 households will receive 3 rounds of multi-purpose unconditional cash transfers;

g) 30 individuals (15F, 15M) provided with GBV /CVA and PSEA training;

h) 10,000 women and girls will receive dignity kits;

i) 120 (61F, 59M) provided with PSS services;

j) 120 (W/G) post violence victims provided with CMR services;

k) 15.000 individuals (7,650F, 7,350M) reached by SGBV response services information.

 


Target group / Beneficiaries


Recipients of the project will include targeted individuals from households of both IDP and host communities residing in the two target districts. A total of 29,679 conflict affected individuals will benefit from the support.

Local implementing partners of the applicant are CARE Ethiopia and the Relief Society of Tigray (REST).

The target districts are Hawzen and Ganta Afeshum in the Eastern Zone of Tigray Region.


Activities


Result 1: 1. screening of children under five and pregnant and lactating women for acute malnutrition; 2. admission and treatment of SAM; 3. admission and treatment of MAM; 4. procurement of equipment and supplies for TFP sites; 5. child nutrition and hygiene education for mothers and care takers.

Result 2: 1. screening and selection of cash beneficiaries; 2. cash feasibility rapid market assessment; 3. Identification of cash delivery mechanisms; 4. provision of cash to targeted households; 5. GBV/CVA & PSEA training for key stakeholders; 6. Post distribution monitoring.

Result 3:1. Rapid gender analysis; 2. distribution of dignity kits for women and girls; 3. awareness raising about available SGBV related services and linkages to existing PSS and post violence health care services.


Context


After more than three months of conflict, the humanitarian situation in Tigray remains precarious. A total of 61,740 refugees fled to and remain in Sudan; IDPs exist across Tigray and in neighboring regions of Amhara and Afar; an additional 1.3 million people are in need of immediate humanitarian support and there is an estimated shortfall of $40.3 million to support current response plans for the Region. Much of the population have not been provided with humanitarian assistance, and reports indicate a worsening situation, with most areas in Central, Eastern and North Western Zones still inaccessible to humanitarian actors. Alarming reports of loss of lives, sexual and gender based violence (SGBV) and further deteriorations in household capabilities to cope, have resulted in the prioritization of food and nutrition and SGBV services for humanitarian support in this project.
