A drought due to the effect of La Niña phenomenon over 2011 is currently impacting 4.5 million people in various regions of Ethiopia. East and West Hararghe Zones are agro-pastoral zones located in the north-eastern part of the Oromia Region. The vast majority of the population is dependent on rain-fed agriculture (as opposed to irrigation), with a mix of crops and livestock.


The impacts of this situation are multiple: water sources un-replenished by rains have been depleted, crops have nearly completely failed and a significant number of livestock has died, resulting in growing food and nutritional insecurity. Rural populations are facing extreme food scarcity which has been exacerbated by asset depletion following several years of repeated shocks.


In order to improve food security and to contribute to the livelihood recovery of drought-affected small-scale farmer households in East and West Haraghe Zones, and in order to promote higher standards of gender equality in economic life, CARE will use a three-pronged approach that will reach a total of 5,600 small-scale farmer households (28,000 people) over a period of one year:

1. Provision of agricultural inputs (seeds, small ruminants and poultry);

2. Capacity building of women small holders on vegetable, small ruminant and poultry production;

3. Participatory social analysis and action (discussions about social norms) to promote higher standards of gender equality in economic life.

  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
