Das Projekt JOIN (Local Actors Join for Inclusive Economic Development and Governance in South Caucasus) konzentriert sich wie die Vorgängerphasen auf die Armutsbekämpfung im Grenzbereich Armeniens und Georgiens. In 13 Gemeinden wird die Zusammenarbeit lokaler Regierungsstellen und Interessensgruppen intensiv unterstützt. Dabei wird die sozioökonomische Situation verarmter Bauern und insbesondere Frauen durch ihre Kapazitätsentwicklung und Integration in den agroökonomischen Wirtschaftskreislauf verbessert.


In seiner Zielsetzung schafft das Projekt ein günstigeres lokales Umfeld zum Aufbau von wirtschaftlichen Wertschöpfungsketten, im Grenzbereich Armenien und Georgien, mit folgenden 3 Resultaten:


1) Lokale Regierungsstellen, zivilgesellschaftliche Organisationen wie auch die Privatwirtschaft sind imstande, gemeinsam Gemeindeentwicklungspläne zu entwerfen und effektiv umzusetzen; ein Kleinprojektefond fördert gemeinsame Initiativen;

2) Business Development Centers in den einzelnen Gemeinden bieten ein breit angelegtes Trainings- und Informationsservice gegenüber den lokalen Akteuren an, um ihre Kapazitäten zu stärken und den Aufbau von wirtschaftlichen Wertschöpfungs- ketten nachfrageorientiert zu unterstützen;

3) Zwischen den nationalen Regierungsstellen und den lokalen Akteuren ist nachhaltig ein Koordinationsmechanismus etabliert, der sich aktiv mit Fragen der lokalen sozioökonomischen Entwicklung befasst.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
