Overall goal


Das vorliegende Projekt wird in Timor Leste in den westlichen Bezirken Liquica und Bobonaro durchgeführt, mit Schwerpunkt auf Armutsbekämpfung im Zusammenhang mit Ernährungssicherung.

Mehrere Studien der vergangenen Jahre haben belegt, dass hier die Betroffenheit der Bevölkerung durch akute Unterernährung am grössten ist. Eine Reihe externer und immanenter Faktoren ist dafür verantwortlich: Neben immer wieder kehrenden Dürreperioden, die wiederholt zu schlechten Ernteergebnissen geführt haben, sind dies: geringe landwirtschaftliche Produktivität und Diversität; fehlender Zugang zu lokalen Ressourcen und Märkten; geringes Bewusstsein für den Umgang mit natürlichen Ressourcen, um nur einige zu nennen .


Ziel des Projektes ist es, die Ernährungssicherheit von ca. 4760 marginalisierten Haushalten in den Bezirken Liquica und Bobonaro im Jahresverlauf zu gewährleisten.


Aufgrund der Erfahrungen CARE's und in Abstimmung mit der Regierungsstrategie zur Armutsbekämpfung wird das Projekt dazu v.a. folgende Strategie aufgreifen:

Erhöhung der landwirtschaftlichen Produktivität; Verbesserung von sozialen und landwirtschaftlichen Dienstleistungen für marginalisierte Bevölkerungsgruppen; Empowerment von marginalisierten Bevölkerungsgruppen; Mainstreaming von Disaster-Risikomanagement auf Gemeindeebene im Hinblick auf nachhaltige Produktion.

Besonderes Augenmerk wird auch auf die Stärkung von Frauen gelegt, die aufgrund ihrer vielfältigen Tätigkeiten in der Landwirtschaft und auf Haushaltsebene die wichtigste Rolle in der Sicherstellung der Existenzgrundlage der ländlichen Haushalte einnehmen.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
