Short Description:

Overall goal

The overall objective (impact level) is to improve the quality of life and to address the economic and social consequences of COVID-19 in selected local communities of the Republic of Moldova, thus contributing to their longer-term resilience.

Expected results

Expected results under Output 2 - Improved public infrastructure and public utilities performance in the selected local communities:

1) Extended water distribution or sewerage networks/on-site sanitation and waste management facilities in place ensuring increased coverage of Water Supply & Sanitation (WSS) and Solid Waste Management (SWM)Services;

2) Improved existing WSS and SWM infrastructure to ensure that reliable and safely managed public services are provided adapted to future challenges such as climate Change;

3) Improved capacity of operators, Local Public Authorities (LPA) and relevant local stakeholders to fulfil their respective roles in provision of high-quality and sustainable operation and maintenance of WSS and SWM infrastructure;

4) Women fully and effectively participate and realise equal business, job and leadership opportunities along all parts of service chains throughout all activities under Output 2.

Expected results under Output 3 (partly by GIZ and partly by ADA) - Diversified economic opportunities outside agriculture in the selected local communities:

Increased capacity of VET institutions to provide labour market relevant services.

Target group / Beneficiaries

The final beneficiary is the population of the Republic of Moldova, including women, youth and vulnerable groups, with a focus on citizens of the selected localities in the Rayons Edine?, Leova and Str??eni (approx. 27,564 direct and indirect beneficiaries):

- selected Local Public Authorities;

- Water utilities and waste management providers;

- VET-institutions (pedagogical and administrative staff, and approx. 1,000 students);

Activities

- Provision of reliable sources of drinking water shifting from commonly used shallow wells (e.g. connection to existing networks, construction of deep boreholes)

- Water Resources Management measures to adapt to climate change effects- Implement sustainable solutions for sanitation in rural areas

- Provision of systematic and integrated solutions for SWM services

- Increase service coverage at institutional level, against the COVID-19 background, with a focus on schools incl. VET schools, kindergartens, social care centres and health facilities (e.g. connect institutions to new water systems and sanitation and solid waste service chains, upgrade water and sanitation or waste management facilities, also energy supply within selected institutions)

- Rehabilitation, protection or upgrading of existing infrastructure to increase resilience against stressors such as climate change, incl. solar pumping solution, nature-based solutions and green infrastructure measures aiming at the improvement of water resource management (e.g. rain water harvesting) and water use efficiency, reduction of non-revenue water, creation of water retention areas, increase of soil infiltration and afforestation.

- Analyse WSS and SWM from a service chain perspective to work towards technical, logistical and financial functionality; including female and youth service providers along the entire chain

- Provision of equipment and tools for operational performance improvements

- Based on needs assessment, accompanying capacity development for operators in technical, managerial and financial management areas: esp. to gradually reduce non-revenue water and ability to manage risks e.g. by development of water safety plans

- Inclusive and gender-sensitive awareness raising campaigns addressing current and future clients, and the public in general, in cooperation with LPAs

- Involvement of LPAs along the entire management cycle of individual measures (“training on the job”) with a view at developing capacity for future direct implementation arrangements of externally and nationally funded projects

- Support to local governments combatting COVID-19 through support of selected activities under response plan/ strategy if existing or established under output 1

- Development of the policy framework regarding VET education

Context

The budget provision for this Project is EUR 14.576 million: EU (6550-00/2022) contributing EUR 7.376 million and ADC (6550-01/2022) with Euro 7.2 million.
