Gegenständlicher Vertrag ist die Fortsetzung des erfolgreichen lokalen Stipendienfonds (Phase 7).

Der Aufbau fachlicher Kapazitäten um Entwicklungsprozesse selbständig managen zu können ist eine der Schlüsselstrategien zur Absicherung nationaler Entwicklungsinitiativen. In Uganda herrscht große Nachfrage nach hochqualifizierten MitarbeiterInnen im staatlichen Bereich, im Privatsektor und bei NGOs. Eine Studie des Makerere Institute of Social Research zur Dezentralisierung in Uganda hat einen großen Bedarf an gut ausgebildeten MitarbeiterInnen insbesondere in der lokalen Verwaltung festgestellt.

Seit der Einführung des Programms im Jahre 1996 haben 216 KandidatInnen ein Stipendium erhalten. Ein Schwerpunkt des Programms ist die Stärkung der fachlichen Kapazitäten der Local Governments. Insgesamt beinhaltet das Programm die folgenden fünf Komponenten: Post-graduate Scholarships tenable in Uganda, Short courses, Distance Learning KISORO, Industrial Training and Scholarship tenable in Austria. Die Auswahl steht in enger Verknüpfung mit den Programmschwerpunkten der ÖEZA in Uganda.

Obwohl Bildung kein Schwerpunktsektor der Österreichischen EZA in Uganda ist, deckt das Programm den Bereich Capacity Building im Rahmen der Dezentralisierung sowie die Querschnittsthemen Gender, Umwelt und die Förderung marginalisierter Gruppen (z.B. Behinderte) ab. Dies manifestiert sich auch in der Förderung von BewerberInnen aus ländlichen Distrikten.

Die ursprünglich vorgesehene Integration in das KOBÜ Kampala ist aus räumlichen und Kapazitätsgründen zum gegenwärtigen Zeitpunkt noch nicht machbar.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
