Overall goal


Ein Kernproblembereich des äthiopischen Rechtswesens ist der Mangel an qualifiziertem Personal. Auf Anfrage des äthiopischen Justizministeriums führt daher das Europäische Trainings- und Forschungszentrum für Menschenrechte und Demokratie (ETC) gemeinsam mit der äthiopischen NGO Action Professionals' Association for the People (APAP) Menschenrechtsbildungsprogramme für die Zielgruppe RichterInnen und StaatsanwältInnen aus den ländlichen Regionen vor allem des Ostens und Westens Äthiopiens durch.

Das gegenständliche Vorhaben stellt dabei ein Pilotprojekt dar. In einem fünftägigen Trainingsprogramm in Addis Abeba werden 60 RichterInnen und StaatsanwältInnen in den internationalen und regional-afrikanischen Menschenrechtsschutz sowie die konkrete Umsetzung auf lokal-äthiopischer Ebene eingeführt. Dadurch soll bei der Zielgruppe eine Sensibilisierung in den Bereichen Menschenrechte und Rechtsstaatlichkeit sowie in der Querschnittsmaterie Gender erfolgen.

Eine Arbeitsgrundlage des Menschenrechtsworkshops wird das vom ETC im Jahr 2003 unter der österreichischen Präsidentschaft des Netzwerkes für Menschliche Sicherheit (HSN) für das BMaA erstellte Handbuch zur Menschenrechtsbildung "Understanding Human Rights" sein.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
