Overall goal


Trotz rechtlicher Verankerung von Menschenrechten, sind die ostafrikanischen Länder Äthiopien, Kenia, Tansania und Uganda durch weitreichende Menschenrechtsverletzungen gekennzeichnet. Für die Achtung und Durchsetzung von Menschenrechten (MR) mangelt es vielfach an Kenntnis. MR können aber nur dann geachtet und durchgesetzt werden, wenn einerseits die RechtsträgerInnen um ihre Rechte wissen, andererseits aber auch die PflichtenträgerInnen an ihre Pflichten erinnert werden.


Daher werden in dem durch das European Training and Research Centre for Human Rights and Democracy (ETC) gemeinsam mit dem Institute for Human Rights (IHR) der Universität von Addis Ababa durchgeführten Projekt Personen an Universitäten und in Bildungseinrichtungen (in der Aus- und Fortbildung), in staatlichen Institutionen und NGOs aus allen vier Ländern im Bereich Menschenrechtsbildung geschult, damit diese die erlernten Kenntnisse in eigenen Schulungen weitergeben können.


Dazu wird in einem ersten Schritt das vom ETC im Auftrag des österreichischen Außenministeriums entwickelte Handbuch zur Menschenrechtsbildung (MRB) in englischer Sprache aktualisiert und durch neue Module (bsp. Minderheitenrechte, Recht auf soziale Sicherheit, genderrelevante Resolutionen des UN Sicherheitsrates) ergänzt werden. Auf Basis der aktualisierten Version wird gemeinsam mit dem IHR ein 3-5 tägiger Train-the-Trainer Workshop in Addis Abeba abgehalten und dafür ein Curriculum erarbeitet werden. Neben der spezifischen Methodik des Manuals, werden den TeilnehmerInnen länderspezifische Schwerpunktthemen wie Good Governance, Frauen- und Kinderrechte oder das Recht auf Gesundheit näher gebracht werden. Um die Nachhaltigkeit zu sichern, werden Materialien zur MRB auf einer allgemein zugänglichen Lernplattform auf der ETC Homepage verfügbar gemacht (bsp. regionsspezifische Zusatzmaterialien). Das Projekt leistet damit einen wichtigen Beitrag zur Förderung von Menschenrechten und Friedenssicherung bzw. Armutsreduzierung.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
