Overall goal


2008 wurde zwischen Österreich und Burkina Faso ein bilaterales Kooperationsabkommen für den Zeitraum 2008-2013 unterzeichnet (Programme Indicatif de Coopération, PIC). Dieses Abkommen stellt den strategischen und finanziellen Rahmen für die technische Kooperation dar. Es wurde in enger Zusammenarbeit mit der Regierung Burkina Fasos und in Abstimmung mit den anderen Geberländern ausgearbeitet. Das Kooperationsabkommen definiert die Schwerpunktsektoren der OEZA in Burkina Faso (Berufsbildung, Nachhaltige ländliche Entwicklung und Förderung des Handwerkssektors) und gibt strategischen Orientierungen und die Ziele in den jeweiligen Sektoren vor.


Neben institutionellen Monitoringstrukturen wie Steuerungskomitees, bilaterale Konsultationen und ähnliches ist in diesem Kooperationsabkommen eine Mid-Term Evaluierung vorgesehen. Mit dem ggst. Vertrag wird ein gemeinsam mit der Regierung Burkina Fasos ausgewähltes Expertenteam mit der Durchführung dieser Evaluierung beauftragt.


Ergebnis dieser Evaluierung soll eine klare Analyse der Ergebnisse der bilateralen Zusammenarbeit in Hinblick auf Relevanz, Effektivität, Wirkung und Nachhaltigkeit sein. Analysiert wird die bilaterale Zusammenarbeit im Zeitraum 2008-2010 auf Basis der DAC-Evaluierungskriterien und anhand präziser programmbezogener Evaluierungsfragen.Gleichzeitig sind die Experten aufgefordert, klare Empfehlungen für die zukünftige Arbeit der OEZA in Burkina Faso im Rahmen des bilateralen Kooperationsabkommens auszusprechen.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
