Overall goal


Der Alphabetisierungsgrad in Guatemala liegt bei 63,6 Prozent (vgl. Worldfactbook 2002). Es besteht zwar eine allgemeine Schulpflicht von 6 Jahren (seit 1998), doch bricht der Großteil der Jugendlichen den Schulbesuch vorzeitig ab, landesweit schließen insgesamt nur 24,7 % ihre Grundschulausbildung ab.


Mobile Ausbildungseinheiten sind für die meisten Menschen in diesen Gebieten die einzige Möglichkeit, ihren Erfahrungshorizont zu erweitern und dadurch eine Verbesserung ihrer Lebenssituation herbeizuführen.

In der Zielregion leben rund 1,6 Millionen Menschen, der Großteil von ihnen in entlegenen Dörfern, in denen es außer sehr einfachen Grundschulen keinerlei Bildungsinfrastruktur gibt. Mit der aktuellen Kapazität der mobilen Ausbildungszentren können mit den bereits 5 vorhandenen Zentren in Quetzaltenango und San Marcos zwar mittlerweile 500 Personen pro Jahr unterstützt werden, dies ist jedoch in Anbetracht von 1,6 Millionen nur ein Tropfen auf dem heißen Stein.


Zielgruppe des vorliegenden Projekts sind Frauen und Jugendliche aus der Region Boca Costa Quetzaltenango und San Marco, meist indigener Abstammung. Allgemeines Ziel ist die Festigung der mobilen Berufsbildungszentren (CEDE´s) und ihre Erweiterung auf neue rurale Zielgebiete und Berufssparten, um einerseits Mikrounternehmen zu fördern und andererseits qualifizierte Arbeitskräfte auszubilden. Mit der Fokussierung auf Frauen und Jugendliche können langfristig neue Perspektiven für die Bevölkerung im westlichen Hochland Guatemalas eröffnet werden.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
