Der Einsatz der Konsulentin Lidia Cabral, einer Expertin für öffentliche Verwaltung und Finanzen, soll das ADA-interne Team zum Monitoring der sektoriellen Budgethilfe im Bereich Umwelt in Kap Verde ergänzen. Die Aufgabe der Mission, die im Rahmen der halbjährlichen gemeinsamen Mission aller Geber der sogenannnten Budget Support Group im April 2008 in Kap Verde stattfindet, ist die Bewertung der Fortschritte im Bereich Umwelt, die anhand der in einer gemeinsam mit Regierung und anderen Gebern der Budgethilfegruppe definierten Indikatorenmatrix durchgeführt wird. Im Sinne von Harmonisierung und Anpassung ist die enge Zusammenarbeit mit der Regierung und den anderen Gebern angestrebt. Eine genaue Untersuchung der relevanten Matrix ermöglicht darüber hinaus den Entschluss über eine weitere Rate für die Budgethilfe.

Lidia Cabral hat für die ADA die erste Mission im Rahmen der Joint Evaluation Review der Budget Support Group in Kap Verde im Mai 2007 absolviert. Ihre Arbeitsleistung war äußerst zufriendstellend und ihre profissionelle Arbeit wurde sowohl von den Mitgliedern der Budget Support Group als auch von kap verdischen Partnerstellen äußerst gelobt und als positiver Beitrag bewertet. Ein weiterer Einsatz der Konsulentin ermöglicht eine Kontinuität in der Begleitung des österreichschen Beitrags für die sektorielle Budgethilfe für den Bereich Umwelt in Kap Verde und schafft auch weitere Expertise und Lerneffekte innerhalb der OEZA, die sich in der relativen Anfangsphase dieses neuen Instrumentes befindet.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
